Google sites is a simple web site builder. It's based on the application titled Jotspot that Google bought in 2006.
You may build the site by using Google's templates or creating different elements (tabs, content area) and defining attributes for them.
In 2016, Google introduced a complete rebuild of Google Sites which is till in progress.
